Getting Started

Extended Producer Responsibility (EPR) is a UK regulation requiring businesses to pay fees for the packaging they supply to market. The fees fund recycling and waste management infrastructure.

You need to comply if both of these apply:

  • Your business handles 50 tonnes or more of packaging annually
  • Your annual turnover is £2 million or more

If you handle between 25–50 tonnes with £2M+ turnover, you must register but have reduced reporting requirements.

Getting started is simple:

  • Sign up for a free account
  • Upload your packaging supplier invoices
  • Review AI-extracted packaging data
  • Generate quarterly EPR reports

The entire setup takes about 15 minutes. Our AI automatically extracts packaging weights and materials from your invoices.

You'll need:

  • Packaging supplier invoices from the past 12 months
  • Material specifications from suppliers (if available)
  • Company registration number
  • Annual turnover information

Don't worry if you don't have material specifications — Complybase can classify packaging based on descriptions and industry standards.

EPR Compliance

EPR reports must be submitted to the Environment Agency by:

  • 1 April — Q1 (January–March)
  • 1 July — Q2 (April–June)
  • 1 October — Q3 (July–September)
  • 1 January — Q4 (October–December)

We recommend submitting 7–10 days before these deadlines to avoid last-minute issues.

You must report ALL packaging you supply, including:

  • Primary packaging: Product boxes, bottles, bags
  • Secondary packaging: Multi-packs, display boxes
  • Transit packaging: Shipping boxes, pallets, shrink wrap
  • Protective materials: Bubble wrap, foam, paper fill
  • E-commerce packaging: Mailers, poly bags, tape

If it protects, contains, or transports a product at any point, it must be reported.

EPR fees are calculated based on:

  • Weight: Total tonnage of packaging by material type
  • Material: Different rates for plastic, paper, glass, metal and wood
  • Recyclability: Modulation factors adjust fees based on how recyclable the packaging is

Example: 10 tonnes of easily recyclable cardboard might cost £200, while 10 tonnes of multi-layer plastic film could cost £7,000+.

Complybase automatically calculates fees based on material classifications and modulation factors.

Modulation factors adjust EPR fees based on recyclability:

  • Code A (Easily Recyclable): −20% fee discount
  • Code B (Recyclable): −10% discount
  • Code C (Standard): No adjustment
  • Code D (Hard to Recycle): +30% surcharge
  • Code E (Not Recyclable): +80% surcharge

Using recyclable packaging can significantly reduce your costs. For example, black plastic receives a +30% penalty because optical sorters cannot detect it.
